CALL TO ORDER

Chair Kehoe called the meeting to order at 7:42 p.m.  He announced the exit locations in
accordance with Connecticut General Statutes § 29-381.  As part of the recognition of Sergeant Ford, the 82nd Airborne Association Greater Hartford All-American Chapter led the Council in the pledge of allegiance.


RECOGNITIONS AND AWARDS

Richard L. Ford

The following proclamation was presented to Vanessa Migliore, Sergeant Ford's sister, by Mayor Currey:

PROCLAMATION

WHEREAS, Sergeant Richard L. Ford originally joined the Army National Guard in 1995 and rose to the rank of Staff Sergeant; and

WHEREAS, wanting to become a Drill Sergeant as a mentor to younger soldiers, he made the decision to enter active duty in 2004 joining the White Falcons at Fort Bragg; and

WHEREAS, he quickly became an inspiration to all with his good nature, forceful personality and looked up to for direction and support; and

WHEREAS, he was a devoted family man especially when it involved his son Michael, taking an active part in school activities and spending as much time as possible with him; and

WHEREAS, he loved and lived life to its fullest, enjoying family, sports, music and serving his community and country; and

WHEREAS, Sergeant Richard L. Ford, aware of the escalating violence in Iraq, left for his third tour of duty on January 5, 2007 and lost his life on February 20, 2007.

NOW, THEREFORE, I, Melody A. Currey and Members of the East Hartford Town Council do hereby recognize and honor the memory of

SERGEANT RICHARD L. FORD

and will be forever grateful for the bravery and commitment he displayed defending our safety and freedom.


Congressman John Larson presented Mrs. Migliore with the American flag that was flown at half mast at the Nation's Capitol Building.  
Peg Byrnes, Chair of the Patriotic Commission, read the following letter that she presented to Vanessa Migliore, Sergeant Ford's sister:

Dear Mrs. Migliore:

On behalf of the East Hartford Patriotic Commission, may I extend our deepest sympathy on the recent loss of your brother, Richard.

We will be dedicating East Hartford's Memorial Day Parade to his memory, and sincerely hope we do not have to add any other East Hartford residents to this list.

We would like to invite you and your family to participate in our parade as we honor Richard and all veterans, living and deceased. Should you like to do this, you may march with the Mayor or we can provide motorized transportation.

While I did not know Richard, I have read many wonderful comments about him and know you and your family will miss him very much.


Chair Kehoe, on behalf of the Town Council, expressed deep gratitude to the Ford family for the ultimate sacrifice he made for his country.  The Chair then called for a moment of silence to honor the memory of Richard Lee Ford.


At this point, the Chair announced that the Mayor would also recognize Sammy Trimmier, the individual who was instrumental in the arrest of Michael Kendall.  The Chair read the following proclamation:

P R O C L A M A T I O N

WHEREAS, Mr. Sammy Trimmier was solely responsible for providing the information that resulted in the
arrest and conviction of Michael Kendall, and

WHEREAS, Mr. Trimmier showed courage in the face of adversity; and

WHEREAS, the Town of East Hartford wishes to extend heartfelt gratitude to Mr. Trimmier for his heroic
actions related to the capture of Michael Kendall.

NOW, THEREFORE, that Melody A. Currey, Mayor of the Town of East Hartford, and the East Hartford Town Council jointly congratulate Mr. Trimmier for his actions on behalf of the Town of East Hartford.


OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS

Susan Kniep, 50 Olde Roberts Street, expressed her sympathies to the Ford family on their loss.  Mrs. Kniep suggested that the names of the men and women from East Hartford who are serving in the Armed Forces, or who have served in the Armed Forces, be displayed in Town Hall.  She also spoke against the issue of item 9.A. Recommendation from the Personnel & Pensions subcommittee re: EHPD Command Staff Reorganization and against the issue of item 9.J. Referral to Real Estate Acquisition & Disposition Committee re: Purchase of 10 acres at Rentschler Field for the East Hartford Glastonbury Elementary Magnet School.

Mayor Currey again expressed her condolences to the Ford family on their loss.  Additionally she asked that the Council consider the possibility of advertising at bus stops.  The Mayor announced that enough signatures have been collected to hold a referendum on the FY 2007-2008 budget.

State of Connecticut LoCIP Grant Application

                to authorize the Grants Administrator to submit an application to the State
                of Connecticut to secure Local Capital Improvement Plan funds (LoCIP) in
                the amount of $411,401 for projects listed in our approved municipal
                capital improvement plan. The projects will be:

2.      Meadow Hill Pump Station Roof: $39,000
3.      Pitkin St. Pump Station Roof: $20,000

Senior Service Grant Applications: North Central Area Agency on Aging, Inc.:

Homemaker Assistance Program

                        to adopt the following resolution:

That Melody A. Currey, Mayor of the Town of East Hartford, is authorized and directed to file an application on forms prescribed by the North Central Area Agency on Aging, Inc. for financial assistance in an amount not to exceed $60,000 and upon approval of said request to enter into and execute a funding agreement with the North Central Area Agency on Aging, Inc. for the purposes of administering a homemaker assistance program for elderly residents.

Grandparents as Primary Caregivers Program

That Melody A. Currey, Mayor of the Town of East Hartford, is authorized and directed to file an application on forms prescribed by the North Central Area Agency on Aging, Inc. for financial assistance in an amount not to exceed $10,000 and upon approval of said request to enter into and execute a funding agreement with the North Central Area Agency on Aging, Inc. for the purposes of administering a grandparents as primary caregivers program for elderly residents.

Caregivers of Elderly Residents Support Program

That Melody A. Currey, Mayor of the Town of East Hartford, is authorized and directed to file an application on forms prescribed by the North Central Area Agency on Aging, Inc. for financial assistance in an amount not to exceed $40,000 and upon approval of said request to enter into and execute a funding agreement with the North Central Area Agency on Aging, Inc. for the purposes of administering a caregiver of elderly residents support program.

COMMUNICATIONS AND PETITIONS

Resignation of Doris Suessman from the Historic District Commission

The Chair stated that Ms. Suessman has submitted her resignation from the Historic
District Commission and thanked her for her years of service both to the Commission and
to the town.

Presentation by James Kate, Recycling Coordinator

James Kate, the Recycling Coordinator, gave a brief presentation to the Council on the
town's recycling program.  He answered questions from the Councillors on the various
do's and don'ts of recycling.


NEW BUSINESS

Recommendation from Personnel & Pensions Subcommittee re: East Hartford Police Department Command Staff Reorganization

to approve the proposed job descriptions for Deputy Chief       and Assistant to the Chief of Police as referenced in memo January 16, 2007 by the Human Resource Director Steve Bielenda, including language revisions requested by the Personnel and Pensions Subcommittee, for the Council's approval.

Energy Savings Performance Contract and Financing

Christopher Bleuher, Account Executive for Johnson Controls, Inc., gave the Council a power point presentation on the fourteen items that will be included in their energy savings contract with the town. Assistant Corporation Counsel Richard Gentile, Facilities Supervisor Gregg Verallis, Board of Education Facilities Committee Chair Hank Pawlowski, and Board of Education Facilities Manager Al Costa also provided information on the proposed contract with Johnson Controls.

                to adopt the following resolution:

RESOLUTION CONCERNING AN ENERGY SAVINGS PERFORMANCE CONTRACT

WHEREAS, the Town and the East Hartford Board of Education, working cooperatively through the Request for Proposal process, have selected Johnson Controls Incorporated (JCI) to identify energy saving performance measures in Town and Board buildings, and

WHEREAS, JCI and their engineers have identified approximately $5 million of capital improvements in nine Town buildings and nine Board buildings that will generate approximately $7.1 million of total budget savings over the life of the contract through direct energy savings, utility rebates, or white tag incentives, and

WHEREAS, the total budget savings generated under this energy savings performance contract with JCI will allow the town to secure much needed capital improvements and through lease financing, to issue debt over a period of approximately 12 years whereby the debt service will be paid completely by the savings generated under the contract, resulting in no net cost increase to the Town or Board.

NOW THEREFORE BE IT RESOLVED, that the Mayor of the Town of East Hartford is authorized to enter into an Energy Savings Performance Contract with JCI not to exceed $5 million.  The contract terms, payment schedule, and other details of the contract shall be mutually determined between the company and the Mayor, whose signatures will indicate approval of specific terms and conditions.

Lease Purchase Financing Agreement

                to adopt the following resolution:

RESOLUTION TO AUTHORIZE A MUNICIPAL TAX-EXEMPT
LEASE PURCHASE FINANCING AGREEMENT


WHEREAS, the Town of East Hartford intends to purchase various capital equipment under an Energy Savings Performance Contract with Johnson Controls, Inc., and

WHEREAS, the cost of the various capital equipment is approximately $5 million; and

WHEREAS, the Town is expected to save through direct energy savings, utility rebates, or white tag incentives approximately $7.1 million in total over the next 12 fiscal years and will use those savings to pay principal and interest on the borrowing.  

THEREFORE BE IT RESOLVED, that the Mayor of the Town of East Hartford is authorized to enter into a master lease purchase agreement and related documents with Bank of America in the principal amount not to exceed $5 million.  The interest rate, payment schedule and other details of the financing shall be mutually determined between the company and the Mayor, whose signatures will indicate approval of specific terms and conditions.

BE IT FURTHER RESOLVED, that the Town declares its intent to be reimbursed for any temporary advances from the General Fund to pay for any part of the equipment from proceeds of the lease financing in accordance with Treasury Regulation 26 CFR 1.103-18 and/or 26CFR1.150-2.

Outdoor Amusement Permit Application: Gengras Motorcycles Grand Opening

to approve the outdoor amusement permit application of Gengras Motorcycles to hold a Grand Opening at 540 Conn Blvd on Friday, April 27th from 9AM to 6PM, Saturday, April 28th from 9AM to 4PM, on Sunday, April 29th from 10AM to 4PM, with music on all three days from 11AM to 4PM,  subject to compliance with adopted codes and regulations of the State of Connecticut, the Town of East Hartford, and any other stipulations required by the Town of East Hartford or its
agencies.

Outdoor Amusement Permit Application: Riverfest 2007

to approve the outdoor amusement permit application of, and to grant a waiver of the associated permit fees under the provisions of Section 5-6(b) of the town ordinances to, Riverfront Recapture to hold Riverfest 2007 in accordance with Town Ordinance Section 5-1(a) in the vicinity of Founders Plaza and Great River Park on Saturday, July 7, 2007 from 4PM to 10PM with music being provided during that time. These two locations are anticipated to be primary sites for a fireworks display occurring from 9:30PM to 10PM, subject to compliance with adopted codes and regulations of the State of Connecticut, the Town of East Hartford, and any other stipulations required by the Town of East Hartford or its agencies.

Outdoor Amusement Permit Application: Mayor's Walk

to approve the outdoor amusement permit application, The Mayor's Walk, for the purpose of holding a 1 ½ mile walk to promote health on Saturday, April 28th from 10:15AM to approximately 12Noon, with sign ups beginning at 9:15AM. The route taken will utilize Main Street, Chapman Street, and Chapman Place and will cross over several streets located between Town Hall and Burnside Avenue, subject to compliance with adopted codes and regulations of the State of Connecticut, the Town of East Hartford, and any other stipulations required by the Town of East Hartford or its agencies.

Referral to Real Estate Acquisition & Disposition Committee re: Purchase of 10 acres at Rentschler Field for the East Hartford Glastonbury Elementary Magnet School

OPPORTUNITY FOR RESIDENTS TO SPEAK

The Mayor recognized a member of Boy Scout Troop 61 who was in attendance.  Additionally, Mayor Currey indicated that Sergeant Ford's picture will hang in Town Hall in memory of his sacrifice and that pictures of all East Hartford residents serving in the Armed Forces will be displayed in Town Hall with the families' approvals.
